The department includes 5 directorates and they are:

1.Budgeting,

2.Customs,

3.Government Accounts,

4.Support Services and

5.Information Technology.

About 330 employees from different nationalities work at various directorates and divisions of DoF. On the other hand, 920 personnel are employed within the General Directorate of Customs.

The vision of DoF is Achieving prosperity of Abu Dhabi through world-class Financial Management and sound Fiscal Policy. And the key values are: Integrity, Transparency, Professionalism, Employer of Choice and promoting the Social responsibility.

The task that DoF is undertaking are the following :

1.    Allocating financial resources for all government entities.

2.    Performing accounting activities for all government entities and ensure the collection of all governmental revenues.

3.    Rolling out the general guidelines for procurement frameworks.

4.    Managing the Customs activities throughout the Emirate.

5.    Presenting financial statements for related governmental entities and International Financial corporations.

6.    Providing financial IT solutions to governmental entities.

DoF is not linked or related to any federal body; it is an independent local body serving as the financial arm of the Abu Dhabi Government”.1

Information system used

The management unit of the business relies profoundly on the management information system (MIS). This system permits managers to get more work done in less time. When the MIS is used properly it can make an organization incredible more productive. “The MIS collects, processes, stores and disseminates data in the form of information needed to carry out the functions of management “2. The MIS receives data from company units and functions. Some of the data are collected automatically from computer-linked check-out counters; others are keyed in at periodic intervals.In order to know more about information systems used at DoF we have met on(4/01/2012 ) with Mr Mohamed Al Fahim  the infrastructure manager in the IT department. We asked Mr Mohamed which systems are used by your compay ? The answer was that, they have some systems which have been used in most of the governmental entities for long time like: HRMS (human resource management system), Dhabi System (for customs), Housing, Payroll, oracle financials, ERP (Enterprise Resource Planning).
He duty is to insure that all of the systems that are  used by internal and external  users are working properly in all of situations. His section includes:

·       Network section: care about the connection between the branches (WAN) and also internally (LAN). Switching, routing, firewalls.
·       System Administration section: care about the servers and Microsoft system and the antivirus systems. (Microsoft exchange- email services, office, and also Symantec  and Norton anti-virus)
·       Database Administration section: care about the database storages and the redundant of the databases. Now let us explain or give some details about these systems which are used at DOF .

HRMS



As reported by Mr Al-Fahim, HRMS (Human Resources Management System) is very important in any company and organization. It is used to record data of workers electronically and rapidly which is much better and easier than manual method. In this company, it combines everything about human resource such as vacations, attendances and connected with the salary of the workers. It also record pension of workers. In addition, it records data of new employees. HRMS is implemented in organizations to reduce overhead and automate the procedures. It is needed in the government entities. HRMS can save time and efforts. So, workers can do many jobs in organizations more than they use manual methods. This system is made by outsourcing because it can help governments to take off the overhead and help employees do other important jobs. In this company, this system needs 4 months to be installed. There were information collection phases to understand the procedures. After gathering the information the vender can start implement the system and maybe the worker can start. In any phase of implementation the management can help or asset vender to make sure the system will be perfect. End users can use this system and employees can take the reports more easily but there are some difficulties for administrators because there are confused when they make mistakes in recording information. Old system was worse than this system because supervisor should transfer data form attendance machine to the database and employees lost time when they works. Also old system had many problems. We can see that this new system can solve all these problems. It was needed to change to online CBIS because of retrieving the information and getting reports about attendances and vacations. Procedures and checking became easier and finer. The company can face some problems when this system applied in other entities because the structures of the system must be redesigned. This system achieved targets associated with it in this company.


Dhabi System:

In this section , I'll talk about one of important system in the department of finance (customs administration ) is the'' Dhabi system'' which is  used  and can make the works easier than before , the main objective of the system is :” Abu Dhabi registers all goods that come from the boards or going out . Collect the fees (percentage related the type of the goods) and know about the price of all materials in the port and how to get inside or out and registering the goods insure all of the financial procedures are saved” said Mr Al-Fahim. It can make the procedures easier for the end user, also make sure everything is good or fine moreover make job easier.

The process of installation is one year and it still a lot of customization happens. There are phases of information collection to understand the procedures. After gathering the information the vender can start implementing the system and maybe the worker can start. In any phase of implementation, the management can help or asset vender to make sure the system will be perfect. Dhabi system is very easy to use for the end users with some difficulty with the administrators, so the employees can get the report or anything more easily but the administrations have some difficulty when they put the information in system and check is fine.

With using online (CBIT) to register the goods, insures of all of the financial procedures are saved. To check about the system and everything is fine and check with" IT "department to know if the system works well. About the issues _ problems in the system, a lot of customization is affected by validation and the performance of some forms because they must change the role every day also the price of materials is changing daily so the employees can make some mistakes when they put the information .

Finally this system can help a lot of people to calculate the fees, save time and downsize the amount of employee because all of it depends on information system.
